The Dana Point Districting Community Workshop is at 6:30pm.
The City of Dana Point is considering District based City Council Elections.
The City of Dana Point would transition from a At Large Vote to District Based Elections.
District Based Elections would reflect the California Voting Rights Act of 2001 so minority representation will be reflected in the City Council.
This is being brought to the forefront due to a La Jolla Attorney threatening litigation if the City does not comply.
Many California Cities have litigated this issue and have not prevailed in Court.
Critics of the act argue that it inappropriately makes race a predominant factor in elections and that it does not make sense to eliminate the requirement to establish a geographic district where there is a minority concentration.
Advocates argue that at-large elections allow bloc voting that effectively keeps minorities out of office.
Former Poway California Mayor Don Higginson filed suit on October 4 2017 in United States District Court Southern District of California against The State of California and The city of Poway challenging the constitutionality of the CVRA under the Equal Protection clause of the Fourteenth Amendment.
