The Cal Trans Open House encourages the public to learn about their traffic studies and their plans to expand The Toll Roads in South Orange County California.
The Public is encouraged to attend and to share their input.

Mission Viejo is hosting a Toll Road Open House to provide South Orange County residents on an update to the South County Traffic Relief Effort conducted by the California Department of Transportation (Caltrans) District 12, in cooperation with the Foothill/Eastern Transportation Corridor Agency (F/ETCA), part of the Transportation Corridor Agencies (TCA).
The Public is encouraged to attend a “Toll Road Open House” which is part of the public scoping process.
The Public Scoping Process allows the TCA and Cal Trans to garner public input on the proposed project’s preliminary Purpose and Need and the current range of preliminary alternatives to be studied.
These meetings will be held in an open house style format with no formal presentation, so attendees may arrive at any time during the event hours.
TCA South County Traffic Relief Efforts Information is Online
Caltrans will submit a Notice of Intent/Notice of Preparation (NOI/NOP) on November 8 2019 which will initiate the scoping period for the environmental phase of the process.
Additionally, the Orange County Transportation Authority (OCTA) will be providing an update to its South Orange County Major Investment Study (SOCMIS) finalized in 2008.
OCTA is initiating a two-year South Orange County Multimodal Transportation Study as an update to SOCMIS.
Transportation Corridor Agencies (TCA)
The Transportation Corridor Agencies (TCA) are two separate government entities – the Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency – formed in 1986 to plan, finance, construct and operate State Routes 73, 133, 241 and 261.
Elected officials from 18 cities and three members of the Orange County Board of Supervisors govern the agencies and one staff works under the direction of both boards.
Orange County Transportation Authority (OCTA)
Orange County Transportation Authority the public sector transportation planning body and mass transit service provider for Orange County and the County’s Transportation Commission.
California Department of Transportation (Caltrans)
Caltrans manages the state’s highway system, which includes the California Freeway and Expressway System, and is involved with public transportation systems throughout the state.
It supports Amtrak California and Amtrak’s Capitol Corridor.
