Cities and areas with population of less than 25,000 have been grouped together in the data.
Cities such as Laguna Beach and Laguna Woods are not identified in this data due to their population numbers being lower than 25,000.
Laguna Beach and Laguna Woods has an aging population.
The threshold of 25,000 was used to maintain the privacy of COVID-19 patients and their families.
