The annual siren test for the recently retired San Onofre nuclear plant will take place today Wednesday October 15 2014.

The nuclear plant’s Community Alert Siren System will involve the cities of Dana Point, San Clemente and San Juan Capistrano, as well as other areas of southern Orange County, nearby state parks and the Marine Corps Base Camp Pendleton.

“Protecting the health and safety of workers and the public remains our most important responsibility,” said Tom Palmisano, vice president and chief nuclear officer for Southern California Edison (SCE), majority owner of the nuclear plant.

Fifty sirens will sound several times in the communities around the San Onofre nuclear plant from 10 a.m.-noon and will last about three minutes each time. The sirens sound a continuous, steady tone, making them noticeably different from those used by fire and police departments.

Flyers explaining the test are being distributed to residents, businesses and schools in the area. Before and during the siren test, broadcasts on Orange County’s primary Emergency Alert System radio station, KWVE 107.9, also will inform the public of the test.

The sirens are activated by Orange County, the cities of Dana Point, San Clemente and San Juan Capistrano, state parks officials and Camp Pendleton. The sirens also could be used by local government officials to inform residents of a non-nuclear emergency. In the future, sirens will not be required after the NRC approves San Onofre’s revised emergency plan reflecting the plant’s permanent shutdown.

SCE announced in June 2013 that it would retire San Onofre Units 2 and 3, and has begun preparations to decommission the facility. SCE has established core principles of safety, stewardship and engagement to guide decommissioning. For more information about SCE, visit http://www.songscommunity.com.

The public is invited to attend today’s, Thursday October 9 2014 regular meeting of the Community Engagement Panel (CEP) formed to advise the owners of the San Onofre nuclear plant on decommissioning the facility.
The meeting will be from 6-9 p.m. at the San Juan Capistrano Community Center.
San Juan Capistrano Community Center is located at 25925 Camino Del Avion.

The meeting will focus on Southern California Edison’s (SCE) proposed emergency planning changes for San Onofre now that the plant is permanently shut down and will include a presentation by a Nuclear Regulatory Commission representative. The meeting also will include opportunities for public comment and will be live streamed via http://www.songscommunity.com.

SCE and the co-owners of the nuclear plant established the CEP to serve as a conduit of information between the owners and the public throughout decommissioning. The current owners of San Onofre are SCE, San Diego Gas & Electric and the city of Riverside. The city of Anaheim is a previous owner. Current and previous owners are responsible for decommissioning.

Important Community Event Happening Right Now. Southern California Edison (SCE) is having a public engagement meeting. This event is at the San Juan Community Center until 7:00 pm. The Community Center is located at 25925 Camino Del Avion.
This is s Decommissioning Education Fair.
The Fair at 5:00pm had a equal amount of citizens and SCE employees. The employees were smiling and very approachable. When you first entered there was one table set up to explain why it will take 20 years to decommission San Onofre. The rest of the room was filled with a variety of information relating to energy. There was a emphasis on alternative energy sources. There was a lovely food buffet for the Community to enjoy. There was also a child arts and crafts area set up. There was no children there when I was there. The parking lot out front was full. There is parking available in the back.
I spoke to one concerned citizen name Geri from Laguna Beach. She has been attending all of the meetings. She spoke to SCE about why it is going to take 20 years to decommission.
The Community members I spoke with all shared one main concern. Public safety. They thought that having San Onofre Nuclear Generating Station shut down was a positive event for public safety. Hearing that it will take 20 years to shut down was very disheartening.
When I was leaving I heard a concerned citizen tell other concerned citizens, “…SONGS is just more of that old song and dance.”

In their September 23 2014 Press Release announcing the event, SCE states,
“…San Onofre’s key leaders will be on hand to answer questions about SCE’s plan to decommission San Onofre within 20 years and safely manage the plant’s used nuclear fuel. ”
“The education fair is just one part of Southern California Edison’s comprehensive effort to inform and engage Californians every step of the way as we decommission San Onofre,” said Chris Thompson, SCE’s vice president of SCE.
SCE and the other owners of San Onofre have established an 18-member Community Engagement Panel to advise the owners on the nuclear plant’s decommissioning. Documents reviewed by the CEP are available on the San Onofre website, along with videotapes of the panel’s meetings. Members of the public also may sign up here to receive regular email updates about the $4.4 billion decommissioning project.

Southern California Edison announced earlier this month that they are fully funded to complete the 20 year and 4.4 Billion dollar decommissioning plan of San Onofre Nuclear Power Plant.
There will be a public meeting on Thursday August 28 2014 in Oceanside at 6:00pm. The meeting will be held at the
Quantum Learning Network Conference Center
1938 Avenido del Oro
Oceanside
Please arrive early. These meetings tend to fill up quickly. When there was public meetings at the St. Regis Hotel in Dana Point last year, they refused to let many community members in because the room was full. Eyewitness accounts told us that the San Onofre Nuclear Generating Station was represented on the Panel at that meeting and was also represented with mostly their employees in the audience. When their employees attend the community meetings this does not allow community members to attend the meetings.
