Laguna Beach Stairs Improvements Discussion at Design Review Meeting Thursday September 10 2015

The Laguna Beach Design Review Board meets Thursday September 10 2015 at 6:00pm.
The meeting will be at City Council Chambers located at 505 Forest Avenue.
The public is encouraged to attend.
Proposed Discussion Items Include:

The City of Laguna Beach is going to request a Coastal Development Permit to improve beach access stairways in Laguna Beach.

Oak Street Beach Access:
The proposed design addresses the accessibility of the view platform by rerouting and regrading the walkway to comply with ADA requirements.
This concept raises the viewing platform six to eight inches to meet the new sidewalk grades. Proposed platform railing modifications make a simpler design, and with rearranged seating, allows a less obstructed view. The existing loading zone at the curb is preserved.
The stairs are completely replaced in the same alignment as the existing stairs.
The landscaping plan replaces the maintenance intensive turf mound with a new salt and drought tolerant turf area.
A shower is planned to be piped but not installed until the drought is over.

Mountain Street Beach Access:
The proposed design removes the crumbling view platform and shifts the public viewing space to street level where a new artist designed bench will be installed.
A new public viewing area is included.
The new stairway follows approximately the same alignment as the existing stairway, amended to meet current access requirements. Renovation of the landscaping is restrained to the areas bordering the stairs.
The renovation of the existing informal privately maintained garden consists of some infill plantings and path grading.
A gate will be included to access the garden along with a plaque commemorating the garden and the memory of those who cared for it.
