Sober Living Homes – Background
There are real concerns about the presence and proliferation of sober living homes in our communities that lack sufficient oversight and regulation. These homes are intended to help those recovering from alcohol and substance abuse.
Since I was sworn into the Senate in December 2014, I have met with concerned residents, federal, state and local officials, and others to discuss sober living homes. I will continue to meet with stakeholders to ensure that we do everything we can to address this issue.
There are four bills being considered this year to address issues with sober living homes. I have authored one of them and co-authored two others.
I have authored, with Assembly Member Brough as co-author, Senate Bill 1283. This bill establishes licensing for sober living homes, which are termed “adult recovery maintenance facilities” in the bill.
I am studying legislation that has recently advanced in the Arizona Legislature to grant cities and counties the authority to adopt health and safety standards for sober living homes, as a possible model for my bill.
