Support of Residential Recovery Facility Reform Legislation
That the City Council approve the letter of support for Assembly Bill 3162 (Friedman) and authorize the Mayor or City Manager to support amendments or other legislation that seeks reform of the residential recovery facility industry.
BACKGROUND:
Dana Point has more than 50 licensed and unlicensed residential recovery facilities operating within the 6.5 square miles of the City limits. The City has taken aggressive legal action against unlicensed facilities, resulting in two closures. Other cases are ongoing.
Residents have expressed significant concerns about the negative impact that concentration of multiple residential recovery facilities can have on a neighborhood, which can also negatively impact patient outcomes.
According to the author, “this practice inhibits the therapeutic benefits of a residential neighborhood and limits the ability of the patients to integrate within the fabric of the community, obviating the intent of small residential licenses for distinct, individual homes.”
