Proclamation Recognition of Allen E Doby for his service on the Recreation Committee
Proposed Discussion Items Include:
Laguna Beach Utility Undergrounding Funding Strategy and Program Update
Survey results and proposed funding strategies for undergrounding overhead utilities along Laguna Canyon Road and other key evacuation routes.
Recommendations: It is recommended by the Utility Undergrounding Subcommittee of Mayor Pro Tem Zur Schmiede and Councilmember Whalen that the City Council:
(1) Receive a ten-minute presentation from each of the two community groups (STOP and ULN) prior to receiving other public comments;
(2) Direct staff to prepare the documents necessary for placing a one-cent dedicated sales tax measure on the November 2018 ballot for the purpose of generating funds for undergrounding overhead utilities along Laguna Canyon Road and other key evacuation routes, and additional related fire safety measures. It is further recommended by City staff that the City Council:
(3) Direct staff to pursue formation of utility undergrounding districts utilizing existing Rule 20-A credits and existing city revenues to underground utilities along Coast Highway Between Agate Street and Arch Street; and
(4) Direct staff to pursue formation of utility undergrounding districts utilizing existing Rule 20-A credits and existing city revenues to underground utilities along Monterey/Virginia Streets between West Street and Fifth Avenue.
