Dana Point City Council Meeting April 2 2019 Minutes Filed
On Tuesday April 2 2019 the City of Dana Point rejected supporting the City of San Clemente and Mike Levin in calling for a independent investigation of the TCA (The Toll Roads) in the allegation of misuse of public funds.
Council Member Lewis requested that the City of Dana Point support the City of San Clemente and Congressman Mike Levin in their call for a independent investigation of TCA (The Toll Rods) to determine that this public agency has or has not misuse public funds.
Council Member Lewis provided a report.

Council Member Lewis and Council Member Mayor Pro Tem Paul M Wyatt supported the motion to support the City of San Clemente and Congressman Mike Levin in calling for a independent investigation of TCA.
The other Dana Point City Council members do no support this resolution at this time.

Public Comments by Dana Point Community Member supported this resolution that supported The City of San Clemente and Congressman Mike Levin in a independent investigation of TCA (The Toll Roads).

A Substitute Motion was made by Council Member Jamey M Federico to table the item until the independent audit is conducted through TCA on Thursday April 11 2019 and after Congressman Levin receives a response from the Governor’s office.
Council Member Jamey M. Federico and Mayor Joseph L. Muller supported this motion.
This substitute motion failed.

Toll Road Motion Background
That the City Council pass the Resolution supporting our neighbor San Clemente and Congressman Levin’s call for an independent investigation of the TCA to determine that this public agency has or has not misused public funds
The City of Dana Point is reporting that “for fiscal year 2017-2018, Dana Point collected and paid to TCA over $620,000. Over the life of the TCA, it is estimated that Dana Point has collected and paid TCA approximately $6,000,000.”
The City of San Clemente, a TCA JPA member city, has raised concerns about TCA’s financial situation and potential misuse of public funds for the past few years. On June 20, 2018, the City of San Clemente sued the TCA for failing to comply with the California Public Records Act, which if proven true, violates California law. San Clemente’s lawsuit contends that documents will show TCA has spent more money on lobbyists over the past twenty years than it has spent building new roads during the same period.
On March 11, 2019, the Los Angeles Times published an article detailing various agreements between the TCA and consultants, fees paid by TCA pursuant to these agreements as well as billing records reviewed by the Times.

On April 11 2019: The TCA agreed to a audit of Venture Strategic. Venture Strategic was featured in the LA Times Article. TCA will not allow for a comprehensive audit at this time.
