San Juan Capistrano Compass Energy Storage Project Meeting Guide Thursday May 29 2025.

Meeting is in person at 10:00am at Capistrano Unified School District Office in San Juan Capistrano.

Local Residents in San Juan Capistrano and the surrounding areas are concerned about the proximity to sensitive areas and about the welfare of their community.

The California Energy Commission (CEC) will host an informational and environmental scoping meeting pursuant to Public Resources Code section 25545.7.2 to present and solicit information on the proposed Compass Energy Storage Project.

The project developer, Compass Energy LLC, submitted an application to the CEC on April 11, 2024, to seek certification through the CEC’s Opt-In Certification program for a 250-megawatt (MW) battery energy storage system capable of storing up to 1,000 MW-hours.

Local Congressman Mike Levin opposes the Project

In a May 27 2025 letter to California Energy Commission he explains in part,
“I do not believe that the application to build the Compass Energy Storage Project on its currently proposed site meets these same “smart from the start” principles I have long advocated for at the federal level. The project would be situated near sensitive areas – relatively close to homes and adjacent to Trabuco Creek – and alongside critical infrastructure – primarily, Interstate 5. Should there be any kind of disaster at the project, nearby residents may be severely impacted, as could the water quality of the creek. Any extended shutdown of I-5 would hurt the commerce of our region.
In the event of a fire, there would likely be a federal role in the response, whether from assets on Marine Corps Base Camp Pendleton or those managed by the U.S. Forest Service. It is my mission to ensure that these federal disaster response authorities always have the resources they need to be effective.
I urge the CEC to reject the currently proposed location of the Compass Energy Storage Project.”
