Capo Doheny Nature Based Shoreline Adaptation Project Summary

OC Parks is pursuing final design and permits for a Nature-Based Shoreline Adaption Project at the north end of Capistrano Beach and south end of neighboring Doheny State Beach.

This “living shoreline” project consists of constructing a 1,150-foot system of vegetated sand dunes over a cobble berm along the shore to address coastal erosion and minimize impacts by utilizing natural materials to stabilize the coastline.

Having received approval on a coastal development permit from the California Coastal Commission in November of 2022, OC Parks is actively pursuing funding to cover project costs.

Project History

In June 2024, the Board of Supervisors adopted the Nature-Based Shoreline Project Resolution to accept a Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant, as well as the Capistrano Beach Resolution to accept an Ocean Protection (OPC) Grant.

Through the FEMA BRIC grant, $422,700 was allocated for Phase 1 of the project, the design and permitting.

The OPC Grant provides $220,000 toward the project.
