The Orange County Board of Supervisors Meeting is Tuesday January 29 2019.
The South Orange County Los Patrones Parkway Extension will be discussed.
The Public is encouraged to attend.

Public Comments

Members of the public may address the Board of Supervisors on any (or multiple) items on the agenda (excluding public hearings) or on any issue that is within the subject matter jurisdiction of the Board.
Comments shall be limited to three minutes per person unless different time limits are set by the Chairman subject to the approval of the Board.

Supervisor Do will be presenting a resolution in recognition of Gloria Reyes retirement after 42 years as CEO of ABRAZAR, Inc.

Chairwoman Bartlett will be presenting a resolution to the Orange County Sheriff’s Department in honor of the Orange County Intelligence Assessment Center receiving the 2018 Fusion Center of the Year Award

Proposed Discussion Items at 9:30am Include:

Los Patrones Parkway Extension Conceptual Alignment which will allow it to be considered as part of ongoing efforts to improve regional transportation mobility and mitigate traffic demands in South Orange County.

“The LPPE Conceptual Alignment would begin at the terminus of existing Los Patrones Parkway at Cow Camp Road and end at Avenida La Pata to the south, approximately 3,700 feet north of Camino del Rio.
The LPPE may allow for consideration of ingress and egress at Ortega Highway SR 74 as well as other access points for future development along the conceptual alignment.”

“Instead of traversing through the center of the Landfill, the LPPE route traverses through the southeastern corner of the Landfill.
The LPPE Concept Alignment would have less impact on the Landfill and reduce the potential for triggering geotechnical hazards (landslides) or significantly affecting the Landfill’s environmental mitigation site.
Rough vertical roadway profiles/grades for the LPPE to account for the conceptual alignment were compared against proposed proximate Build Alternatives.
Due to the prominent ridgelines surrounding the Landfill, joining (or paralleling) Avenida La Pata through the middle of the Landfill would require significantly more excavation and create a larger environmental footprint.”

In summary, OC Public Works has determined, at a planning level, that the LPPE conceptual alignment is appropriate for consideration based on the following preliminary assessments:

a) provision of relief from future traffic demands potentially at a level equivalent to other Build Alternatives;
b) minimization of unnecessary Landfill excavation and grading;
c) greater avoidance of known geotechnical conditions;
d) minimization of impacts to environmental habitat;
e) avoidance of impacting existing developments/communities;
f) reduction of view impacts to stakeholders in San Juan Capistrano and San Clemente;
g) provision of an alternative route with less traffic disruption for solid waste haulers accessing the Landfill
h) no immediate impacts to the access points for San Juan Hills High School.

The South Orange County Grass Roots Community Action Group Not My Toll Road is upset that this proposal lacks a public process and a transparent process.
